EXPLANATORY NOTE

(This note is not part of the Order)

This is the seventh Commencement Order made under the Enterprise and Regulatory Reform Act 2013 (c. 24) (“the Act”).

This Order brings into force a consequential amendment made by the Act. In addition, it amends the Enterprise and Regulatory Reform Act 2013 (Commencement No. 1, Transitional Provisions and Savings) Order 2013 (S.I. 2013/1455 (C. 55)) (“CO No. 1”) and the Enterprise and Regulatory Reform Act 2013 (Commencement No. 4 and Saving Provision) Order 2013 (S.I. 2013/2979 (C. 122)) (“CO No. 4”), both of which have been the subject of previous amendments.

Article 2 brings into force provisions of the Act which amend the Public Contracts (Scotland) Regulations 2012 (S.S.I. 2012/88).

Article 3 makes an amendment to CO No. 1 to revoke the saving of the Agricultural Wages (England and Wales) Order 2012 in relation to Wales. This is now unnecessary as a result of the saving made by section 12(1) of the Agricultural Sector (Wales) Act 2014 (anaw 6).

Article 4 makes an amendment to CO No. 4 regarding a provision which was to bring into force on 30th September 2014 in relation to England the repeal of provisions of the Agricultural Wages Act 1948 (c. 47) relating to the making of annual reports to Parliament and expenses of, or authorised by, the Minister. The amendment defers this repeal until 31st December 2014.
