If it conduces to the improvement, maintenance or management of the harbour in an efficient and economical manner, the Board may, in addition to any other powers conferred on the Board—
a
carry on at any place a trade or business of any kind including a trade or business carried on in conjunction with another person; or
b
form, invest in and promote, or join with another person in forming, investing in and promoting, a company for carrying on any part of the undertaking or carrying on at any place a trade or business of any kind.

Except as is otherwise provided by any enactment or rule of law, the powers of a company referred to in paragraph (1)(b) may include powers to do anything necessary or expedient for the purposes of the objects mentioned in that paragraph or for purposes incidental to those purposes, notwithstanding that the Board would not themselves have the power to do that thing.
