Revocation of regulation 42

12.—(1) Regulation 42 is revoked.
(2) Where—
(a)regulation 42 applied to a person (“P”) before its revocation; and
(b)P did not comply with regulation 42,
no civil penalty applies to P in respect of the non-compliance.
