The Secretary of State for Transport makes the following Regulations in exercise of the powers specified in Schedule 1 and having consulted with such representative bodies as the Secretary of State thinks fit in accordance with section 61(2) of the Public Passenger Vehicles Act 1981(1) and section 195(2) of the Road Traffic Act 1988(2).
