3.—(1) In regulation 2 of the principal Regulations—
(a)before the definition of “the 2004 Regulations”, insert—
““the 2000 Regulations” means the Wireless Telegraphy (Broadband Fixed Access Licences) Regulations 2000(1);” and
(b)after the definition of “non-congestion area”, insert—
““OFCOM” means the Office of Communications;”
