The Secretary of State for Health, in exercise of the powers conferred by sections 5, 6(2)(b), 9(1A) and 10(1) and (2) of, and paragraph 5 of Schedule 1 to, the Health Act 20061, makes the following Regulations, a draft of which was laid before Parliament in accordance with section 79(4) of that Act and approved by a resolution of each House of Parliament:
