5.—(1) Subject to paragraph (2) these Regulations apply to United Kingdom ships wherever they may be and to other ships while they are in United Kingdom waters.
(2) These Regulations do not apply to—
(a)fishing vessels,
(b)pleasure vessels,
(c)high-speed craft which comply with the requirements of [F1the Merchant Shipping (High Speed Craft) Regulations 2022],
(d)passenger ships to which the Merchant Shipping (Passenger Ships) (Safety Code for UK Categorised Waters) Regulations 2010 M1 apply,
(e)vessels to which the Merchant Shipping (Technical Requirements for Inland Waterway Vessels) Regulations 2010 M2 apply, F2...
(f)Class IX(A) and Class IX(A)(T) ships[F3, and
(g)nuclear ships, as defined in regulation 2(1) of the Merchant Shipping (Nuclear Ships) Regulations 2022]
(3) The Secretary of State may grant exemptions from all or any of the provisions of these Regulations on such terms (if any) as he may specify and may, subject to giving reasonable notice, alter or cancel any such exemption.
