The Treasury in exercise of the powers conferred by sections 2, 3(2), 4, 6(1), 7(2), 8, 9(1) and 15(3) of the National Savings Bank Act 19711, section 33 of the Finance Act 19622, sections 426 and 427 of the Financial Services and Markets Act 20003 and section 140(2) of the Finance Act 20024 make the following Regulations:
