The Lord Chancellor makes these Regulations in exercise of the powers conferred by sections 7, 10, 17A, 25(8) and 26 of, and paragraphs 3B and 8(2) of Schedule 3 to, the Access to Justice Act 19991 and sections 14(h), 21(2) and (3), 22(3)(f), 23(1) and (6) and 41(1) and (2) of the Legal Aid, Sentencing and Punishment of Offenders Act 20122.
