The Secretary of State makes the following Order in exercise of the powers conferred by sections 92, 93, 94 and 95 of the Enterprise and Regulatory Reform Act 20131.

In accordance with sections 92(5) and 95(4) of that Act, a draft of this Order has been laid before, and approved by a resolution of, each House of Parliament.
