After regulation 5, insert—
Transitional periods for new holdings5A
The requirements of the regulations listed in Schedule 4 do not apply in relation to a new holding until the dates set out in that Schedule.

After Schedule 3, insert new Schedule 4 contained in the Schedule to these Regulations.
