The functions of the constituent councils under section 39(2) and (3) of the Road Traffic Act 198840 (duties of local authorities to prepare and carry out a programme of measures designed to promote road safety, and carry out studies into accidents arising out of the use of vehicles on certain roads within their areas) are exercisable by the GMCA in relation to the Area.

The functions are exercisable concurrently with the constituent councils.
