2.—(1) Regulation 16 of the Child Benefit and Guardian’s Allowance (Administration) Regulations 2003(1) is amended as follows.
(2) In paragraph (2)—
(a)omit “to a person”; and
(b)for “has been” substitute “the person entitled to the benefit or allowance has”.
(3) Omit paragraph (4).
