4.—(1) Regulation 3 (restriction on improvement works) is amended as follows.
(2) In paragraph (1)—
(a)for “paragraph (2) below” substitute “regulations 3A and 3B”;
(b)in sub-paragraph (b) for “12(4)” substitute “12B(2)”.
(3) Omit paragraphs (2) to (4)(1).
