The applicant may apply in writing to the Secretary of State for consent to withdraw an application for consent to a reference.

The Secretary of State must not consent to the withdrawal of an application for consent to a reference without consulting with the other parties.

After the Secretary of State has given consent to a reference, the applicant may apply in writing to the Secretary of State for consent to withdraw that reference.

The Secretary of State must not consent to the withdrawal of a reference after giving consent to it without consulting the other parties.
