Coming into force

The Secretary of State is a Minister designated for the purposes of section 2(2) of the European Communities Act 19721 in relation to measures relating to the carriage of passengers and goods by road2, maritime transport3 and railways and railway transport4.

The Secretary of State makes the following Regulations in exercise of the powers conferred by section 2(2) of the European Communities Act 1972 and section 41 of the Road Traffic Act 19885 (the “1988 Act”).

Representative organisations have been consulted in accordance with section 195(2) of the 1988 Act.
