4.23. Where an application to transfer the proceedings is made by the education administrator, that application must be accompanied by a report by the education administrator which must—
(a)set out the reasons for the transfer; and
(b)include a statement that the appropriate national authority either has consented to the transfer or was given at least 14 days’ notice of the education administrator’s application.
4.24.—(1) Where a court makes an order for the transfer of proceedings, it must as soon as reasonably practicable deliver to the transferee court a sealed copy of the order, and the file of the proceedings.
(2) A transferee court which receives such an order and the file in education administration proceedings must, as soon as reasonably practicable, deliver notice of the transfer to the transferor court.
