Coming into force
The Secretary of State is a Minister designated M1 for the purposes of section 2(2) of the European Communities Act 1972 in relation to measures relating to the carriage of passengers and goods by road.
The Secretary of State makes the following Regulations in exercise of the powers conferred by section 2(2) of the European Communities Act 1972 M2 and section 56(1) and (2) of the Finance Act 1973 M3.
In accordance with section 56(1) of the Finance Act 1973 the Treasury consents to the making of these Regulations.

1973 c.51. Section 56(1) was amended by Articles 2, 3 and 6 of The Treaty of Lisbon (Changes in Terminology) Order 2011 (S.I. 2011/1043).
