The Secretary of State, after consulting the persons referred to in section 86(4) of the Merchant Shipping Act 19951, and in exercise of the powers conferred by section 85(1) to (1B), (3) and (5) to (7), section 86(1), section 302(1) and section 306A of that Act, and with the consent of the Treasury2, makes the following Regulations:
