In this Part, “appropriate minister” means—
a
in relation to a function so far as exercisable within devolved competence within the meaning of the Scotland Act 1998 M1, the Scottish Ministers;
b
in relation to a function so far as exercisable within devolved competence within the meaning of the Government of Wales Act 2006 M2, the Welsh Ministers;
c
in relation to a function so far as it deals with a transferred matter within the meaning of the Northern Ireland Act 1998 M3, a Northern Ireland department;
d
otherwise, the Secretary of State.
