No part of the authorised development is to be opened for public use until written details of any external lighting to be installed in connection with the operation of any building or other structure forming part of the authorised development have been submitted to and approved by the relevant planning authority.

Each part of the authorised development must be carried out in accordance with the relevant details of the external lighting approved under sub-paragraph (1).
