In section 25 (proposal to discontinue excluded services)41 in subsection (7) in the definition of “the national authority” after paragraph omit “and” and insert—

“(aa)

in relation to a proposal relating to one or more services each of which is a Wales-only service, means the Welsh Ministers; and”.
