After regulation 8, insert—
Granting and refusal of applications: medium combustion plant8A
Where the Secretary of State receives an application for a permit that relates to a medium combustion plant, the Secretary of State must give notice to the applicant of the decision to grant a permit or to refuse an application, together with reasons for the decision.
