61.—(1) Article 7 (safeguards) is amended as follows.
(2) In paragraph 1—
(a)in sub-paragraph (a) for “an EC” substitute “ a ”, and
(b)in sub-paragraph (b) omit “EC”.
(3) Omit paragraphs 2 to 6.
