5.  Each person for the time being named on the ISIL (Da'esh) and Al-Qaida Sanctions List by the Security Council or by the 1267/1989/2253 ISIL (Da'esh) and Al-Qaida Sanctions Committee is a designated person for the purposes of regulations 8 to 12 (asset-freeze etc) and 15 to 22 (trade etc) (whose purpose is compliance with the UN obligations mentioned in regulation 4) M1.

M1Section 13 of the Sanctions and Anti-Money Laundering Act 2018 requires that where the purposes of a provision of regulations under section 1 include compliance with a UN obligation to take particular measures in relation to UN-named persons (which is the case with regulations 11 to 13 (asset-freeze etc) and 15 to 22 (trade)), the regulations must provide for those persons to be designated for the purposes of that provision.
