Section 19DZA (duty to allow others to use LNG import or export facilities: exemptions in relation to take-or-pay commitments) is amended as follows.

In subsection (5)(b)(ii), for the words from “, within” to “that paragraph;” substitute “
which applies to the owner;
”

After subsection (5) insert—

In subsection (5)(b)(ii) “public service obligation” has the same meaning as in section 19D.

Omit subsection (7).
