4. Time periods will be calculated from the day after the Arbitrator is appointed which shall be either:E+W+S
(a)the date the Arbitrator notifies the parties in writing of his/her acceptance of an appointment by agreement of the parties; or
(b)the date the Arbitrator is appointed by the Secretary of State.
