9.—(1) Article 6 is amended as follows.
(2) In paragraph 1—
(a)in the words before the first indent—
(i)for “Commission”, substitute “ competent authority ”;
(ii)omit “in accordance with the procedure referred to in Article 12(2), and”;

(3) Omit paragraphs 2 and 3.
(4) In paragraph 4—
