Coming into force in accordance with regulation 1
The Secretary of State for Housing, Communities and Local Government makes the following Regulations in exercise of the powers conferred by sections 97(2A), 99(3) and 143(1) and (2) of, and paragraphs 6 to 11, 22, 25, 30(2) and 37 of Schedule 7B to the Local Government Finance Act 1988 M1 (“the 1988 Act”).
In accordance with section 143(9D) M2 of the 1988 Act, a draft of this instrument was laid before Parliament and approved by resolution of each House of Parliament.
These Regulations are made with the consent of the Treasury in accordance with paragraph 8(3) of Schedule 7B to the 1988 Act.
Section 143(9D) was inserted by section 1 of the Local Government Finance Act 2012.

In relation to a year the amount to be paid to a relevant authority to which a distribution is to be made in that year under paragraph 30 of Schedule 7B to the Local Government Finance Act 1988 is to be calculated in accordance with the formula—
where—
A is the amount determined for that year by the Secretary of State under paragraph 30(1) of Schedule 7B to the 1988 Act;
B is the amount specified in Column B of Schedule 5 with respect to the authority;
C is the amount specified in Column C of Schedule 5 with respect to the authority;
