26.  In Article 91—

(a) for “Commission may adopt implementing acts” substitute “ appropriate authority [F1 in England, Wales or Scotland] may make regulations ”;

(b) in point (a), omit the words from “on the basis” to the end;

(c) omit the second subparagraph.
