16.  In Article 21—

(a) in paragraph 1, after “providers” insert “established in the United Kingdom”;

(b) in paragraph 2, in the second subparagraph, for “lists” substitute “list”;

(c) in paragraph 3, for “lists” substitute “list”;

(d) omit paragraph 4.
