Amendments to Article 4

9.  In Article 4(1)—

(a) in the second subparagraph, in the words before point (a)—

(i) for “a Member State” substitute “the United Kingdom”;

(ii) for “importing Member State” substitute “competent authority”;

(b) omit the third subparagraph.
