Where an appeal has not been dismissed under regulation 13, the chair must determine whether the appeal should be dealt with at a hearing.

The chair may determine that the appeal should be dealt with without a hearing, but only if the appellant has so consented.
3
Where the appeal is to be dealt with at a hearing—
a
regulations 16 to 25 apply, and
b
the chair must give the appellant and the respondent the chair’s name and contact details.
