62. In regulation 91 (aircraft licences)—
(a)the existing text becomes paragraph (1);
(b)in that paragraph, for “Secretary of State” substitute “Governor”;
(c)at the end insert—
“(2) The Governor may issue a licence under paragraph (1) only with the consent of the Secretary of State.”
