63. In regulation 92 (ship licences)—
(a)in paragraph (1), for “Secretary of State” substitute “Governor”;
(b)after paragraph (1), insert—
“(1A) The Governor may issue a licence under paragraph (1) only with the consent of the Secretary of State.”
