The Secretary of State makes these Regulations in exercise of the powers conferred by sections 16(2) and (2A), 35C(3), (4) and (4A), 46A(3), (4) and (4A) and 124(1) of, and Part III of Schedule 9 to, the Road Traffic Regulation Act 19841.

The Secretary of State has consulted with representative organisations in accordance with section 134(2) of that Act.
