The Secretary of State makes the following Regulations in exercise of the powers conferred by sections 45B, 45F(2) and 45P(2) of the Public Health (Control of Disease) Act 1984(1).
1.—(1) These Regulations may be cited as the Health Protection (Coronavirus, International Travel) (England) (Amendment) (No. 12) Regulations 2020 and come into force at 4.00 a.m. on 9th September 2020.
(2) In these Regulations, “the principal Regulations” means the Health Protection (Coronavirus, International Travel) (England) Regulations 2020(2).
2.—(1) The principal Regulations are amended as follows.
(2) In regulation 2 (interpretation)—
(a)in paragraph (1)—
(i)in the definition of “exempt country or territory” after “a country or territory” insert “, or part of a country or territory,”;
(ii)in the definition of “non-exempt country or territory” after “other country or territory” insert “, or part of a country or territory,”.
(b)In paragraph (3)—
(i)for “if, at all times whilst in that country or territory” substitute “, or part of a country or territory, if, at all times whilst in that country, territory or part thereof”;
(ii)in sub-paragraph (b), for “country or territory” substitute “country, territory, or part”.
(3) In Schedule A1 (exempt countries and territories), in Part 1—
(a)for the heading substitute “Countries, territories and parts of countries or territories”;
(b)for the entry for “Greece” substitute “Greece, excluding the islands of Lesvos, Tinos, Serifos, Crete, Mykonos, Santorini and Zakynthos”.
(4) In Schedule 1 (passenger information)—
(a)after paragraph 2(h) insert—
“(hza)the part of that country or territory they are travelling from, if that part—
(i)is specified in Schedule A1, or
(ii)is, where the country or territory itself is specified in that Schedule, expressly excluded in relation to that country or territory,”;
(b)after paragraph 2(ha) insert—
“(hb)any part of that other country or territory which they have departed from or transited through during that period, including the dates of departure or transit, if that part—
(i)is specified in Schedule A1, or
(ii)is, where the country or territory itself is specified in that Schedule, expressly excluded in relation to that country or territory,”.
(5) In Schedule 3 (specified competitions), at the end insert—

3. In relation to any person who arrived in England on or after 10th July but before 4.00 a.m. on 9th September 2020, the principal Regulations apply as if the amendments made by regulations 2(3) and (4) had not been made.

These Regulations amend the Health Protection (Coronavirus, International Travel) (England) Regulations 2020 (S.I. 2020/568) (“the principal Regulations”) to—
(a)enable a regional approach to be taken to removals and additions to the list of exempt countries and territories, in Schedule A1 to the principal Regulations, from which passengers arriving in England are not required to self-isolate;
(b)amend the entry for “Greece” to exclude specific Greek islands (Lesvos, Tinos, Serifos, Crete, Mykonos, Santorini and Zakynthos) from the list of exempt countries and territories, in Schedule A1;
(c)amend the list of specified competitions in Schedule 3 to the principal Regulations, which is relevant to the exemption from the requirement to self-isolate for elite sportspersons.
Passengers are not required to self-isolate on arrival in England if, during the 14 days preceding their arrival, they have only been in or transited through exempt countries or territories, or exempt parts of countries or territories. Passengers who have been in or transited through a non-exempt country or territory, or a non-exempt part of a country or territory, must self‑isolate until 14 days have elapsed since the day after they last left a non-exempt country or territory, or a non-exempt part of a country or territory. The changes to Schedule A1 and Schedule 1 will not affect passengers who arrive in England before 4.00 a.m. on 9th September 2020.
