Coming into force

The Secretary of State makes these Regulations in exercise of the powers conferred by sections 89(3)(b) and (c) and (5ZA) and 105(1), (3) and (4) of the Road Traffic Act 19881 and in the case of regulations 5 and, to the extent it relates to a fee in 6(c), with the approval of the Treasury in accordance with section 105(4) of that Act.

The Secretary of State has consulted such representative organisations as the Secretary of State thinks fit in accordance with section 195(2) of that Act.
