The Secretary of State makes the following Regulations in exercise of the powers conferred by sections 45B, 45F(2) and 45P(2) of the Public Health (Control of Disease) Act 1984(1).
Citation, commencement and interpretation
1.—(1) These Regulations may be cited as the Health Protection (Coronavirus, International Travel) (England) (Amendment) (No. 4) Regulations 2021.
(2) Regulations 1 and 3 come into force immediately before 4.00 a.m. on 16th January 2021.
(3) Regulations 2 and 4 come into force at 4.00 a.m. on 18th January 2021.
(4) In these Regulations, “the International Travel Regulations” means the Health Protection (Coronavirus, International Travel) (England) Regulations 2020(2).
Amendment of the International Travel Regulations
2.—(1) The International Travel Regulations are amended as follows.
(2) In regulation 4(13), omit sub-paragraphs (cb), (cc), (cf) and (cg).
(3) In Schedule A1 (exempt countries and territories)—
(a)for the entries in Part 1, substitute “No countries, territories or parts of countries or territories are specified in this Part”;
(b)for the entries in Part 2, substitute “No territories are specified in this Part”.
(4) In Part 2 of Schedule 2 (persons not required to comply with regulation 4), omit paragraphs 40, 40A, 41, 43, 44 and 45.
Amendment of the Health Protection (Coronavirus, International Travel) (England) (Amendment) (No. 3) Regulations 2021
3. In the Health Protection (Coronavirus, International Travel) (England) (Amendment) (No. 3) Regulations 2021(3)—
(a)in regulation 1(3), omit “and (9)”;
(b)in regulation 2, omit paragraph (9).
Transitional and saving provision
4. In relation to any person who arrived in England on or after 10th July 2020 but before 4.00 a.m. on 18th January 2021, the International Travel Regulations apply as if the amendments made by regulation 2 had not been made.

EXPLANATORY NOTE
(This note is not part of the Regulations)
These Regulations amend the Health Protection (Coronavirus, International Travel) (England) Regulations 2020 (S.I. 2020/568) (“the International Travel Regulations”) to remove all countries, territories, regions and islands from the list of exempt places, in Schedule A1, from which passengers arriving in England are not required to self-isolate. From 4.00 a.m. on 18th January 2021, anyone arriving in England from outside the common travel area will be required to self-isolate (by regulation 4 of the International Travel Regulations) unless specifically exempt.
This instrument also removes several exemptions from the requirement to self-isolate (in Schedule 2 to the International Travel Regulations) and amends the Health Protection (Coronavirus, International Travel) (England) (Amendment) (No. 3) Regulations 2021 (S.I. 2021/47) to remove an exemption that was due to come into force at 4.00 a.m. on 16th January 2021.
