The Secretary of State makes the following Regulations in exercise of the powers conferred by sections 45B, 45F(2) and 45P(2) of the Public Health (Control of Disease) Act 1984(1).

Citation, commencement, extent, application and interpretation

1.—(1) These Regulations may be cited as the Health Protection (Coronavirus, International Travel) (England) (Amendment) (No. 15) Regulations 2021 and come into force at 4.00 a.m. on 12th May 2021.

(2) These Regulations extend to England and Wales and apply in relation to England only.

(3) In these Regulations, “the International Travel Regulations” means the Health Protection (Coronavirus, International Travel) (England) Regulations 2020(2).

Amendment to the International Travel Regulations

2.—(1) The International Travel Regulations are amended as follows.

(2) In Schedule B1 (countries and territories subject to additional measures), insert entries for “The Maldives”, “Nepal” and “Turkey” at the appropriate places.

(3) In Schedule B1A (additional measures), in paragraph 2(1)(g) (exemptions), after sub-paragraph (iv) insert—

(iva)paragraph 6 (road haulage workers) unless P has at any time during the period beginning with the 10th day before the date of P’s arrival in England departed from or transited through a country or territory listed in Schedule B1 apart from Turkey,.

(4) In Schedule B2 (prohibition on arrival of aircraft and vessels)—

(a)in paragraph 1 (aircraft), insert entries for “The Maldives” and “Turkey” at the appropriate places;

(b)for paragraph 2 (vessels) substitute—

2.  The countries and territories referred to in regulation 4C(1) (prohibition on arrival of vessels into England) are—

Turkey.

Transitional and saving provision

3.  In relation to any person who arrived in England at or after 4.00 a.m. on 15th February 2021 but before 4.00 a.m. on 12th May 2021, the International Travel Regulations apply as if the amendments made by regulation 2(2) and (3) had not been made.

EXPLANATORY NOTE

(This note is not part of the Regulations)

These Regulations amend the Health Protection (Coronavirus, International Travel) (England) Regulations 2020 (S.I. 2020/568) to add the Maldives, Nepal and Turkey to the list, in Schedule B1, of countries and territories subject to additional measures (such as the requirement for travellers from those countries or territories to obtain a managed self-isolation package). The additional measures, which come into force at 4.00 a.m. on 12th May 2021, do not apply to the drivers of goods vehicles who have departed from or transited through Turkey in the 10 days before the day of their arrival in England, provided they have not also departed from or transited through another country or territory listed in Schedule B1 during the same period.

Additionally, Schedule B2 is amended so that the Maldives and Turkey are added to the list of countries from which direct journeys by aircraft are prohibited. Turkey is also added to list of countries from which direct journeys by sea are prohibited.
