The Secretary of State makes the following Regulations in exercise of the powers conferred by section 57(2) of the Agriculture Act 2020(1).
1.—(1) These Regulations may be cited as the Agriculture Act 2020 (Commencement No. 2) (England) Regulations 2022.
(2) These Regulations extend to England and Wales and apply in relation to England only.
2. The following provisions of the Agriculture Act 2020 come into force on 30th November 2022—
(a)Part 1 of Schedule 7 (exceptional market conditions: England);
(b)Part 3 of Schedule 7 (marketing standards and carcass classification: England), except paragraph 11 of Schedule 7 so far as it relates to Article 88(1) of Regulation (EU) No 1308/2013 of the European Parliament and of the Council establishing a common organisation of the markets in agricultural products(2); and
(c)section 52 (consequential amendments), so far as it relates to the provisions brought into force by paragraphs (a) and (b) of this regulation.

These Regulations are the second commencement regulations under the Agriculture Act 2020 (c. 21) (“the Act”) which apply in relation to England only. They bring into force, on 30th November 2022, Part 1 and Part 3 of Schedule 7 to the Act (with the exception of paragraph 11 of Schedule 7 so far as it relates to Article 88(1) of Regulation (EU) No 1308/2013 of the European Parliament and of the Council establishing a common organisation of the markets in agricultural products (EUR 2013/1308) (“the CMO Regulation”)), together with section 52 so far as it relates to those provisions.
Part 1 of Schedule 7 to the Act makes amendments to Articles 219, 220, 221 and 222 of the CMO Regulation, in order that they are disapplied in relation to agricultural producers in England. The amendments made by Part 1 of Schedule 7 to the Act are made in consequence of the provision made by sections 20 and 21 of the Act.
Part 3 of Schedule 7 to the Act makes amendments to the CMO Regulation in relation to marketing standards and carcass classification in consequence of the provision made by Part 5 of the Act.

The following provisions of the Agriculture Act 2020 (c. 21) have been or will be brought into force in England by commencement regulations made before the date of these Regulations.
