No part of the grid connection works may commence under this Order until either—
a
the offshore works have commenced; or
b
the undertaker has provided appropriate evidence to the Secretary of State demonstrating its commitment to commence the authorised development described within paragraph 1 of Schedule 1, Part 1 and the Secretary of State has confirmed that the grid connection works may commence.
