18.—(1) No part of the authorised development is to commence until the undertaker has established a community consultative committee pursuant to section 35(1) (facilities for consultation at certain aerodromes) of the 1982 Act.E+W+S
(2) The constitution and proceedings of the community consultative committee established under sub-paragraph (1) must be in accordance with the consultative committee guidance.
