Prevention And Suppression Of Terrorism

The Secretary of State makes the following Order in exercise of the power conferred by section 3(3)(a) of the Terrorism Act 2000(1).
The Secretary of State believes that the organisation to be added to Schedule 2 to that Act(2) by article 2 of this Order is concerned in terrorism(3).
In accordance with section 123(4)(a) of that Act, a draft of this Order was laid before Parliament and approved by resolution of each House of Parliament.
1.—(1) This Order may be cited as the Terrorism Act 2000 (Proscribed Organisations) (Amendment) Order 2023 and comes into force on the day after the day on which it is made.
(2) This Order extends to the United Kingdom.
2. In Schedule 2 to the Terrorism Act 2000 (proscribed organisations), after the entry for “The Base”, insert the following entry—
“Wagner Group”.

Part 2 of the Terrorism Act 2000 (c. 11) makes provision about proscribed organisations (including setting out offences in relation to such organisations in sections 11 to 13). An organisation is proscribed if it is listed in Schedule 2 to that Act or, in most cases, if it operates under the same name as an organisation so listed (section 3(1)).
Article 2 of this Order adds Wagner Group to the list in Schedule 2 as a new entry.
A full impact assessment has not been produced for this instrument as no, or no significant, impact on the private, voluntary or public sector is foreseen.

“Terrorism” has the meaning given by section 1(1) of the Terrorism Act 2000, and section 1(1) was amended by the Terrorism Act 2006 and the Counter-Terrorism Act 2008 (c. 28).
