EXPLANATORY NOTE

(This note is not part of the Regulations)

These Regulations restrict the flying of unmanned aircraft in the vicinity of the prisons and young offender institutions in England and Wales as specified in the Schedule. It has been agreed by the Civil Aviation Authority and the Ministry of Justice that the flying of unmanned aircraft should be restricted in the areas specified in the Schedule for reasons of security and public safety.

These Regulations apply except insofar as the flying of an unmanned aircraft is already prohibited by the Air Navigation (Restriction of Flying) (Prisons) Regulations 2001 (S.I. 2001/1657), the Air Navigation (Restriction of Flying) (Specified Area) Regulations 2005 (S.I. 2005/964), the Air Navigation (Restriction of Flying) (Scampton) (Restricted Zone EG R313) Regulations 2022 (S.I. 2022/1221), Flight Restriction Zone (FRZ) of London Heathrow Airport (Feltham and Bronzefield), London City Airport (Belmarsh, Thameside and Isis), Manchester Airport (Styal), London Heliport (Wandsworth and Brixton), Rochester Aerodrome (Rochester), RAF Tern Hill (Stoke Heath), and Norwich Airport (Norwich).

In relation to permissions mentioned in regulation 4(b)(ii) the National Incident Management Unit, His Majesty’s Prison and Probation Service, and the Restricted Area and FRZ sponsors may be contacted as notified.
