The Secretary of State, after consulting the persons referred to in section 86(4) of the Merchant Shipping Act 19951, and in exercise of the powers conferred by sections 85(1), (3)(a), (c), (d), (e), (f), (h), (i), (j) and (n), and (5) to (7), 86(1)(a), (b), (c) and (d), 302(1) and 306A of that Act, and with the consent of the Treasury, makes the following Regulations.C1

In accordance with paragraph 13(1) of Schedule 8 to the European Union (Withdrawal) Act 20182, a draft of this instrument has been laid before Parliament and approved by resolution of each House of Parliament.C1
