Coming into force
These Rules are made by—
(a)
the Secretary of State, in exercise of the powers conferred by section 6(2) and (4) of the Transport and Works Act 19921, and
(b)
the Lord Chancellor, in exercise of the powers conferred by section 9 of the Tribunals and Inquiries Act 19922.
In so far as these Rules relate to Wales, they are made with the agreement of the Welsh Ministers3.
