2. For regulation 8 of the Control of Explosives Precursors and Poisons Regulations 2023 (Amendments to Schedule 1A to the 1972 Act)(1) substitute—
8.—(1) Schedule 1A to the 1972 Act (regulated substances and reportable substances) is amended as follows.
(2) In the table in Part 1 (regulated explosives precursors)—
(a)insert as the first three entries—
“Ammonium nitrate (CAS RN 6484-52-2) in concentration of 16% by weight of nitrogen in relation to ammonium nitrate or higher | - |

(a)omit the entries for “Arsenic”, “Hydrochloric acid”, “Mercuric chloride”, “Phosphoric acid” and “Zinc phosphide”;
(b)after the entry for “Metallic oxalates” insert—
