The Secretary of State makes these Regulations in exercise of the powers conferred by sections 188(1), 188(2)(a), 333(1) and 333(2B) of the Town and Country Planning Act 19901 and sections 250 and 252(1)(c) of the Levelling-up and Regeneration Act 20232.
