23.—(1) Network Rail must pay all costs, charges and expenses which the drainage board may reasonably incur or have to pay—
(a)in the examination or approval of plans under this Part of this Schedule; and
(b)in the inspection of the construction of the specified works or any protective works required by the drainage board under this Part of this Schedule.
